update: it finally downloaded successfully
the issue? checking the logs, it struggled to update three 219 KILOBYTE .exe files that are barely used, if at all. deleting them myself has downloaded the updated versions.
sorry, but this time i have to say this: pure incompetence.

Rockstar have updated the newswire to include references to #GTAOnline Heist Challenge 2022.

Latest #GTAV PC Patch unifies all versions (Epic Games, RGL, Steam).
Patch is built off "QAstu" branch which we now know as "Sub Title Update" branch.
A "sub" version was likely needed to not interfere with the new PC build meant for the December update containing E&E content.
